Possible creation of a special purpose public corporation under the provisions of RCW 35.21

At the Tuesday, September 24 North Bonneville City Council meeting there was a discussion about the possibility of creating a special purpose district to operate a retail outlet in North Bonneville for the dispensing of marijuana and related products. This Council conversation was prompted by the recent voter approved passage of I-502, a measure which allows for the licensing of marijuana businesses throughout Washington State as well as knowledge the Washington State Liquor Control Authority intends to permit two [2] of these dispensaries in Skamania County.

Council’s action is intended to protect the municipality from marijuana related liabilities as well as to assure public oversight in the dispensing of this product as a means to reduce illicit activity.

The Council discussed the promises and pitfalls of this action. After deliberation, the Council directed staff to explore this proposal further. In arriving at this position the Council noted that the City needs to be in the driver’s seat to control this process and that doing so serves the public purpose. The Council qualified that this exploration reflected more an absence of objection than an endorsement of this action
